Public Sector Proposal Writer

Role Summary

Splunk is seeking an experienced and highly motivated Public Sector Proposal Writer to join our dynamic team. The ideal candidate will have a proven track record of crafting compelling, compliant, and competitive proposals for government clients. This role requires exceptional writing skills, a keen understanding of the public sector procurement process, and the ability to work collaboratively with cross-functional teams to develop winning proposals that showcase Splunk’s solutions and capabilities.

Key Responsibilities:

Proposal Development: Contribute to the development and submission of high-quality,
persuasive proposals in response to public sector RFPs, RFIs, RFQs, and other solicitation types.
Content Creation: Write, edit, and format proposal content to effectively communicate Splunk’s
value propositions, technical capabilities, and differentiators. Tailor content to address specific
client needs and requirements.
Collaboration: Work closely with subject matter experts (SMEs), business development, sales,
product, and technical teams to gather necessary information and insights for proposal content.
Proposal Management: Maintain proposal schedules and ensure timely submission.
Continuous Improvement: Develop and maintain a library of proposal content, templates, and
best practices. Identify areas for process improvement and implement enhancements to increase
efficiency and effectiveness.
Client Engagement: Engage with partners and stakeholders to understand their needs, build
relationships, and gather feedback to improve future proposals.
Research: Assist capture, business development and field sales in the identification of new
opportunities for response.

Qualifications:

Education: Bachelor’s degree in English, Communications, Business, or a related field or
equivalent experience.
Experience: Minimum of 5 years of experience in proposal writing within the public
sector, Federal or technology industry.

Skills:

  • Exceptional writing, editing, and proofreading skills.
  • Strong understanding of public sector procurement processes and regulations.
  • Ability to translate complex technical information into clear, compelling content.
  • Excellent project management skills with the ability to manage multiple proposals
  • simultaneously.
  • Strong interpersonal and communication skills, with the ability to work effectively with
  • diverse teams.
Certifications: APMP certification or equivalent is a plus.

Note:

OTE Pay Ranges

For sales roles the ranges are expressed as On Target Earning or OTE (OTE = base + incentives in the form of sales incentive plans).

SF Bay Area, Seattle Metro, and New York City Metro Area

On Target Earnings: $140,000.00 - 192,500.00 per year

California (excludes SF Bay Area), Washington (excludes Seattle Metro), New York (excludes NYC Metro Area), and all other states.

On Target Earnings: $132,000.00 - 181,500.00 per year

Splunk provides flexibility and choice in the working arrangement for most roles, including remote and/or in-office roles. We have a market-based pay structure which varies by location. Please note that the On Target Earnings (OTE) range is a guideline and for candidates who receive an offer, the OTE pay will vary based on factors such as work location as set out above, as well as the knowledge, skills and experience of the candidate. In addition to OTE, this role may be eligible for equity or long-term cash awards.
